Bridal support center piece, how to make soap fish seem to "float" in a container?

I am assisting with the production Parts bridal shower center. Someone else bought decorative hand soaps used fish as prizes to its conclusion. I am looking for a way to appear like they are floating and is a fishbowl. So far I have only come to fill the container with clear stones. I looked at those things special gel Michaels, but I have to be able to get the soap to give them as gifts. Any ideas?

Maybe find something to use as a lid for the tank and use thin wire, fish hanging clear to them cap. You do not have to fill the tank with anything.
